It is also something that has been the subject of ongoing study by the Victorian Building Authority.  On their website, the VBA notes that water damage tops the list of defects encountered in buildings and in complaints to the VBA.  You can read more from the VBA by clicking here.

Given that pursuing a builder for defective work is difficult, expensive and time-consuming, it is far better to try to ensure that your build has appropriate and well-installed waterproofing.  Given increasing evidence that dampness and mould have significant long-term health impacts for at least some people – it is also a problem that is best avoided where possible.
